The fault- lines in KP education system.








Education and health are indeed the two most important sectors of public services, and every new government is expected by the public to introduce new reforms and policies into the sectors which may improve and uplift them. It is therefore that these sectors constitute a major proportion of the public and political discourses. The PTI-led government in Khyber Pakhtonkhwa when assumed the power, made lofty claims that it will revolutionize these sectors. However, despite some fragmented efforts by  the government, some of them indeed commendable, the status quo still remains. The flawed areas of the system need some consideration.
The government has introduced transparency in the recruitment system by conducting test through NTS, which is a positive step towards fair-play, but the policy of merit is defective. A candidate is allowed to select only five schools, which his test will be considered for. This is indeed an unjust policy by all canons due the simple reason. If a candidate scores even less than 40, but supersedes his competitors who in turn follow him in the descending order of merit, will be considered as dully qualifying candidates for the vacant posts of the concerned  schools.  Whereas  on the other hand candidates in the same vicinity may score higher than 70 but there is only post filled by their topper with 71 marks, rest of them remained rejected. They are not considered for other schools wherein even candidates with less than forty marks get selected, simply because the former had not marked these schools and are out of the competition.
The policy restricts an individual choice to a bare minimum which is not a fair-play. The same policy was exercised by the government in the recruitment of Teaching Assistants at the college level in Khyber pakhtonkhwa which barred many competent candidates from getting selected simply because there was either no vacant post in their district or the posts were very limited. Whereas on the other hand their counterparts who had failed the test in other districts, were given grace marks to make them eligible for recruitment.
The promotion scheme of the school teachers under time- scale is yet another flawed area which adversely affects the quality of education in the province. Teachers get promoted to high scales posts on the simple criterion of their tenure of service irrespective of their qualification, academic credentials and  capability of teaching at the next level. The situations have serious consequences on the quality of education in the province.

Majority of the teachers who have got promoted, are very senior both in age and tenure of service. They had secured their academic degrees by appearing multiple times in the examinations as private candidates and finally luck have favored them to pass the examinations. Their academic degrees are the ultimate fruits of their relentless exercises on the proverbial advice of try try again.The teachers,  who got promoted from lower scales to SST, contented and thanked the policy makers but it is the students who are at the receiving end.
All the promoted teachers, as they are the products of private system of education and the by- products of the try,try again culture, are not capable to teach any of the subjects at the higher level except Islamiyat. Thus a severe competition has ensued for the subject of Islamiyat among the newly promoted teachers and those have already been recruited for the purpose. They think that the medium of the subject is Urdu, and every moral and religious word constitutes its syllabus, which therefore is the only option they have with them for their professional survival. 
A critical glance at the system reveals that there are already three teachers in the area of Islamic education, viz, Arabic teacher,Islamyat teacher and Qari. The Job of all of them revolves around the   single subject of Islamyiat, they teach the grammar,contents , phonotics and phonology respectively,  which otherwise a single teacher can. The newly promoted teachers also shared their area of interest and thereby blocked the way to the otherwise new recruits who could teach subjects like science and mathematics.
It is high time the policy community of the KP government pay serious attention to the fault-lines in the system and chalk out viable strategy to mend these gaps.

Photography a boon or bane of enjoyment?



Do you agree that photography and videos making come in our way of enjoying a scene, event and functions. They would probably interfere less the past, when means of capturing were rare and privileged, and outlets for their display almost did not exist. Now, with the mushroom growth of smart phones with the capability of quality capturing, and the easy availability of outlets for their display such as the social media and particularly facebook, such practices have become a common phenomenon. Which sometimes very even badly foils the bid to enjoy a particular thing? What after all is the logic behind capturing things by camera?
The ideal concept behind photo/video taking is that when a person is much enchanted,  highly fascinated and deeply mesmerized by a scene, view, audio or video performance such as song or dancing, he wants to have it repeated again and again, the same is captured by camera and is viewed when one wishes so, and thus satisfy his aesthetic sense.
But if we cast a critical glance at the process of pictures and video taking, the abovementioned logic cannot be found behind the practice. Tourists focus more on capturing the scenes rather than enjoying it.  Audience/viewers at a function are more equipped with cameras than an aesthetic sense. They rarely pay attention to the performance or content of the function but are more interested in capturing the same. However, most he items are later on deleted as having no quality within them.
The social media and the Facebook in particular one of the motivating force behind the growth of such practice. People capture pictures/videos with a view to post the same on facebook, even if they themselves don’t like them. It is therefore that in most of the cases there is neither purpose nor logic behind a snap, but the same is produced just to feed their timelines.

Police force both a victim and opressor in Pakistan.
In Pakistan police and army are often viewed in transcending their legal and constitutional ambits. The former are found in abuse of power in ways such as fake encounters, physical violence, politicized approach, and disregard for individuals’ self-respect, bribery and violation of the rule of law. Excesses of the latter could best be understood by subverting the state’s constitution at least for three times, whereas intervention into the political terrain and space sharing in the realm of foreign policy are their minor acts of the nature. This time, however, came an interesting show when personnel of both the institutions informally came down on each other.
As the matter is under investigation and truth about the incident cannot be ascertained before findings of the inquiry are revealed, but the common version of the story says that some officers of the motorway police were chasing vehicles near Attock, which had probably violated the speed limit. The police when tried to stop them, the men in the vehicles were proved to be military personnel, who resisted against the police attitude and called for reinforcement, a fierce duel ensued between personnel of the two institutions. The military personnel overpowered the police officers, the latter received a sound thrashing and were taken to the Attock Fort, however, they were later released.
 Report of the incident went viral on the social media, pro- army and anti- police, and pro-police and anti-army comments followed the scene on the related posts on the social media. In addition certain posts came in defense of the act done by the army personnel, and some came to the support of the police. Interestingly some people even termed the incident as an attempt to distort image of the army, areflection of the usual Pakistani mindset. Attempts were made on social media to show police as usual transgressors, and army as hero and savior of the nation and vice versa.
However, a strange defense came from one of the military sympathizers who defended the act of the military in an unusual comic way, which was more a fodder for laughter than a voice to defend the motives of the writer.




           Contents of the post could be summarized in the following words. The police force is used to such treatment by all sections of the society, be they students, lawyers or politicians, so what if army personnel did a usual act? The police should bear it silently as a routine affair, and nobody should make a fuss. It is not the army alone which did the same, but is a thing done to police by all. 








It reminds one of a dialogue of the celebrated Bollywood movie, Singham,  which manifests both the sacrifices and the plight of the police force. The incident also shows that plight of the police force is at least common at both sides of the border.
